Important Changes for International Students in Canada for 2024
Proof of Living Expenses Increased from CAD$10,000/year to CAD$20,635/year
On December 7, 2023, Immigration, Refugees and Citizenship Canada (IRCC) announced adjustments to the minimum proof of living expenses for international students when applying for a visa and study permit in Canada. From January 1, 2024, the new proof of living expenses will increase from CAD$10,000/year to CAD$20,635/year.
This change also applies to study permits submitted under the SDS program, with the Guaranteed Investment Certificate (GIC) increasing to CAD$20,635 from CAD$10,000 on January 1, 2024.
Post-Graduation Work Permit (PGWP) Extensions Will Not Be Available in 2024
Previously, due to the impact of COVID-19 and economic recovery, the Canadian government issued policies three times to extend the PGWP by an additional 18 months for international students.
However, this policy will no longer be in effect in 2024. This means if your PGWP expires before December 31, 2023, you can still apply for an extension under the 2023 PGWP policy.
However, if your PGWP expires from 2024 onward, the 18-month extension will no longer be available.
Increased Working Hours for International Students Extended
The Canadian government has extended the policy allowing students to work up to 30 hours per week off-campus, even during regular study periods. This policy will apply until April 30, 2024, for two groups of students:
- Those currently in Canada
- Those who applied for a study permit before December 7, 2023
The Canadian government is also considering increasing the limit to 30 hours per week for all international students in the future.
Reduction in International Student Intake
- The Canadian government aims to issue study permits to about 360,000 international students in 2024, a 35% reduction compared to 2023. Notably, this quota will also apply to each province, depending on its population and the number of international student applications received. If a province reaches its quota, students will have to register in provinces that still have available spots
- Current study permit holders and those enrolled in master’s, doctoral, elementary, and secondary school programs will not be affected by this limit.
- To enforce the limit, starting January 22, 2024, each study permit application must include an attestation letter from a province or territory. Provinces and territories are expected to establish processes for issuing these attestation letters by March 31, 2024.
These temporary measures will be in effect for two years, and the number of new study permit applications accepted in 2025 will be reassessed at the end of 2024.
Changes in Post-Graduation Work Permit (PGWP) Eligibility
- Starting from September 1, 2024, joint college programs between private and public institutions will no longer be eligible for the PGWP. Other programs will still be eligible for the standard three-year PGWP after two years of study.
- Graduates of master’s programs and other short-term postgraduate programs will soon be able to apply for a three-year PGWP.
- In the coming weeks, open work permits will only be available to spouses of international students enrolled in master’s and doctoral programs. Spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible.
- Starting from September 1, 2024, joint college programs between private and public institutions will no longer be eligible for the PGWP. Other programs will still be eligible for the standard three-year PGWP after two years of study.
- Graduates of master’s programs and other short-term postgraduate programs will soon be eligible to apply for a three-year work permit.
